Facebook now charging Thai users?

This was sent from Facebook after an account was locked. The user had to enter their phone number within Facebook in order to be sent a security code that would allow access to the account. What was sent instead was this stating the user would be billed 9 Baht every week with the first 7 days free. It reads as if it is an option, but it is not. Unless you pay or use a non-Thai number, you can not get access to your account once it’s locked for a random security check.
The user then used a Skype number instead to have Facebook call and there was no charge involved. This only applies to Thai Facebook users.
